Step 1. Fix the state you manufacture in

Your home state runs the instrument you will file first, and its scheme decides the shape of everything after it. Some states license the firm and never look at your products. Some register every product and charge per product. Some do both. Open your state page and read the first paragraph; that is the whole scheme in four sentences.

Step 2. File the firm instrument

Whatever the state calls it, this is the one that says your business may distribute commercial feed there. Names vary wildly for the same thing: a feed license, a master registration, a feed registration, an animal feed license. The form usually asks who is named on the label and where the product is made, and it is normally the cheapest item in the process.

Step 3. Register the products where the state does that

In a per-product state, every recipe you sell is its own filing with its own fee, and the fee normally recurs every year. This is the line item that grows with your catalogue and the one that decides whether a tenth flavor is worth launching. States that run a small package track apply the per-product fee to packages under a weight threshold and push anything heavier onto a tonnage report instead.

Step 4. Get the guarantees

A laboratory analysis of the finished treat gives you the numbers behind the guaranteed analysis. Do this before you print packaging, because the box on the bag has to be a promise you can keep for every batch, not a copy of one test result.

Step 5. Build the label

Three things on the front panel: product and brand name, the species or intended use statement, and the quantity. The guarantees, the ingredient statement in descending order by weight and your business name and address can go on the information panel. A product identified as a snack or treat on the front panel is excused from the nutritional adequacy statement in states running the older model text.

Step 6. Know which regime you are not in

Cottage food does not cover pet treats in any verified state. A sales tax permit is a revenue department instrument and is not a feed license. A business entity filing is a secretary of state instrument and is not a feed license either. Services that sell entity filings and tax permits as a package will let you assume otherwise.

Step 7. Diary the renewals and the reports

Renewal dates are fixed calendar dates in most states, not anniversaries of your filing, so a license taken out in November can expire weeks later. Tonnage reports have their own deadlines, and several states want a report even for a quarter with no sales.

First year in each verified state
